Effects are added on a whim. I don't decide ahead of time which ones to use, I just use whichever ones are best. You can choose the colors you'd prefer, but mind you I really hate BRIGHT layouts. I make them to fit the images. Image Maps are also one of the best things to do for these layouts, but iframes or div layers work for menus too.
